THE PART THAT IS FREE
When a customer messages you first, a 24-hour customer service window opens. Replies you send inside that window are free, and the window resets each time the customer writes again. Since November 2024 these service messages have been free and unlimited — there is no longer a monthly free allowance to exhaust.
The practical consequence is that a business whose WhatsApp usage is mostly answering inbound customer questions pays Meta very little. Costs rise when you proactively reach out — reminders, confirmations and especially marketing.
